downgrade IPad
Some how IPads got upgraded to 13.x.x and things have stopped working. I need to put it back to 12.4.1. I don't have a backup of this. Is there anyway to do this?
What 'things' are not working anymore exactly? Apps from Apple Store should work just fine. What year/model/make is your iPad?

This IPAD is in a corp environment and since the upgrade they are unable to scroll on a site they use. That's all I can say. I've restored it back to the original configuration and then back to 13. I just wanted to go back to 12. I have another IPAD exactly like this one only with 12.4 is it possible to back that up and restore it to this IPAD?

You can't say much more, I understand because of the corporate rules. But are you able to install another browser like Brave or FireFox and check whether that site is usable then?

If you don't have a backup of your iPad, there is no way to do a downgrade.
