How to configure RDS with cluster of multiple RDS Connection Brokers on 2012/16

I've got two RDS installations, one with 2012 R2 and the other with 2016. I'm setting up a test environment so I can understand how to do a cluster of RDS Connection Brokers.

I setup two servers and installed the 2012 SQL native client (there isn't a 2016 native client).on each CB. I verified the cluster is working by taking one server down at a time and the cluster IP remains pingable..

In the setup wizard for RD Connection Broker for HA, it asks for the DNS of the RD Connection Broker cluster, so I put that in.

But there is no RD CB service for the cluster, just on each CB server, so the wizard fails.

I found this video (https://www.youtube.com/watch?v=kQufizuFTkk), but it is for 2008 R2. It appears I need to create the services for the cluster?

My DNS zone broker.mydomain.com points to the IP of the cluster.

Not sure what the next steps are so the HA wizard will complete successfully.

You need existing working RDCB server 1st before you configure HA for RDCB

Also you cannot have one RDCB on 2012 r2 and one on 2016 OS
All RDCB must be on same OS, note that if you deploy 2012 r2 RDCB, you cannot have 2016 RD session host
But if you have 2016 OS RDCB servers in cluster, ou cn have 2012 R2 and 2016 RD session host servers
https://docs.microsoft.com/en-us/windows-server/remote/remote-desktop-services/rds-supported-config

Once you have working RDCB server in RDS deployment, configure full SQL server along with database and then add current RDCB server in HA
Then add 2nd vanilla (plain member server) server to RDS deployment and add it as 2nd RDCB server in cluster

Follow step by step
https://nedimmehic.org/2017/05/16/remote-desktop-services-2016-connection-broker-high-availability/

I don't know you are talking about which service, RDCB cluster is different from conventional windows server cluster

I have two diff environments, one with 2012r2 and another with 2016.

is your solution proposal using DNS round robin or using the Add Remove Roles and Features, and then adding Clustering that way?
As I said earlier, you don't need conventional cluster feature for this

Just follow steps in article in above comment
So does this config give a netbios/fqdn cluster name like the conventional cluster feature does?
config will give RD Connection broker FQDN such as rdcb.domain.com which is nothing but RD connection broker certificate common name
So when I run Set-RDSessionHost, it takes a CB  as the last parameter. It won't work if I put a DNS string.
