Upgrade On Premise Exchange 2010 to 2016/ 2019

- Does anyone have the step by step for doing this upgrade?

I have done a decent amount of reading, but if anyone has a checklist/ what they did I would greatly appreciate you sharing.

Current environment- Windows 2008 R2 with Exchange 2010
Ideally I would like to go to Windows 2019 with Exchange 2019, however I know that will take a 2 step upgrade so I would at least settle to go to Server 2019 with Exchange 2016.

You might want to include what you've read or what approach you are considering.
IMHO, personally against in-place upgrades. One way attempt pass/fail.

Do you already have an installed Windows server 2019 spun up?

I.e. The step by step would deal with exchange 2010 to ...

I'd go from 2010 to 2016 then to 2019

As you already know You have to either upgrade to 2013 or 2016 and upgrade to 2019 please check this deployment assistant.
FYI inplace upgrade is not suipported after Exchange2003.
And for doing a two step migration Pete's article would be enough.
Shutdown 2010 after migration to 2016/2013.
please check this for more detailed steps to uninstall Exchange2010 safely.
