OST files are just a copy of what is on the server's mailbox

And when users logs into outlook will ost be downloaded again?

New updates will be downloaded.
Don't migrate the OST just let Outlook rebuild it. OST is only a cache and doesn't contain anything that isn't still on the server.
Yeah, what Brian B said. There is no reason to backup or restore an OST file. It will just get rebuilt after you setup the Outlook profile.
