Internet is fine but WIN 10 says "No Internet"

As you can see from the picture below, My Speedtest results are fine,
my VPN connection is fine .... in fact, everything is fine with my internet connection
except that Windows 10 (1803) reports that I have no internet connection.
(Troubleshooting suggests a "Network Reset")

This isn't a really a problem and I'm ignoring it.

Can some experts speculate as to why Win10 is reporting incorrectly?

It's because windows' mechanisms are somewhat dumb. In our office, NO computer has internet access, yet this tray icon says, we have internet access (believe me, we haven't :-)

Just don't worry unless you have mechanisms that rely on windows' broken diagnosis.

Pretty much what McKnife said. If you pinged a known good IP from the command line, you may see the status suddenly change. Very common issue that has yet to get fixed by Microsoft.

This goes back to (at least) XP, where if a connection is lost (no matter how briefly) the system will show the "trying to connect" icon in the tray until the system is rebooted.
