netflow or high port traffic.  Assuming switch supports it.  Cisco router you can use top talkers.  Also the firewall as well may provide info.

More details would be helpful.

Are the devices connected wirelessly or wired?

What sort of modem and router are you using?  (Some routers will give you the info you want, others won't.)

Have you tried disconnecting everyone except for one wired computer and tested the speed?

What measurement are you making that leads you to the conclusion that your internet speed is very slow?

Is this a constant or intermittent issue?

it's constant. I'm able to disconnect everyone. I detected it because if i connect direct to isp my speed is 100Up and 100Down. When I connect to my network i got 25Up ad 70Down. My hardware is one router RV0016 and another switch 3com 2928.

If I understand... you're saying...

1) When you connect to your ISP modem via a direct (Ethernet cable) connection, you see 100/100 up/down, as expected.

2) When you connect via WiFi you see 25/70 up/down.

If this is true, then place your computer directly by your WiFi hub plugged into your ISP modem, then report your up/down speed.
