I am unclear what you are trying to accomplish.  Do you want to play a video on that webpage, display the contents of the page, display a graphic on the page?  The answer may be different depending on the desired endgame.  Also, do you have control of this web page?

You can set a hyperlink to activate on either mouse click or mouse over, but you'll need to do some kind of action with the mouse. You could also tab to the object with the hyperlink and then press Enter to activate it. But you can't start that link automatically the way you can a video or sound (or even the way you can open an Excel file mid-presentation using an OLE object animation).

That said, you might try something like this free add-in, LiveWeb. http://skp.mvps.org/liveweb.htm I know the developer, so I can vouch for its safety. :-)
