Allow Standard user to run program requiring UAC elevation

How can I let a standard user run a program that requires elevation without giving them admin access?

If it cannot be done from the command line, you will need to buy a 3rd party program that allows delegation of powers granularly, like Powerbroker by beyondtrust.

Else, you can not do anything about it short of exchanging the software for one that does not demand admin rights. Please explain what that software is good for.

The 3rd party idea is interesting. Can you recommend anything that might do the same thing that's less expensive?
No, sorry. I know that Quest has a similar product: https://www.quest.com/products/kace-privilege-manager/ but again, I don't know the price.
