Windows 10 system changes for all users.

As I know it, I can log on to a windows 10 pc as user A and uninstall apps and make system changes for that user. However, when I log on as user B, I have go through and do it all again. How can I uninstall and make changes one time and be for all users?

If you uninstall applications then it'll uninstall for all users unless it's something like Putty which can run as an independent program. If you go to add remove programs and uninstall something, it's removed from the machine, not from the user.

What other settings are you talking about? Is this domain joined?

Windows Apps like Wireless plan, Candy crush, and XBox Console, (I'll never understand why they think a business pc would want these on there) will uninstall for user A. But when I log on as user B, they are there again and I have to uninstall again.
Other settings like the privacy settings seem to be per user as well.

in which case don't bother removing it manually, implement a group policy and remove it from your estate.
