Cluster name failing the cluster validation test

I am working to restore a cluster that went trough hard events in last few months ( a complete hardware failure of one of the nodes, then a crash of the vm ( on the other node ) that required to rebuld a new vm. Trying to restore the Cluster now and when running the Cluster Validation option is returning the following error:  

"an error occurred while executing the test. The operation has failed. An error occurred while checking the state of the Active Directory object associated with the network name resource 'cluster name'. Access is denied "
Below is the error in event viewer:

Are the nodes in the Computers container, or is there an OU for the cluster and it's nodes and cluster name?
What OS version?

There are two hypervisors Node A Node B, running Windows 2016 STD core then on top I have four clusters of Windows 2016 STD . This one is the most troubled. Please let me know if you need more info.

I have a Security Group created inside Computers and in this Group I have the two guest vms belonging to the cluster, the cluster name and client access point name. Please let me know if this gives all needed info. Thank you, Gabe
Are the clusters guest clusters? That is running on top of a Hyper-V failover cluster?

Are physical nodes A & B fresh installs of the OS or backup restores?

It sounds like the latter which means the Cluster Name Object needs to be deleted in AD then the test should succeed assuming you are setting up a "new" cluster with the "old" name.
