Printer installation issues, printer and device window not refreshing properly.

I am having a ton of issues installing printers on a Fresh 2019 Server.


1. The "devices and printer" window will not refresh properly after I make a change, this can be as simple as a name change. When making a name change the old name still appears, after I make this name change sometimes the icon representing that printer no longer allows me into the property screen. Sometimes it does. The only way to get the name change to up date that I have found is to re boot the server.

2. Seems to be related to the same issue with the "devices and printer" window will not refresh properly. This also happens when I install a new printer. I can step through the entire process and print a test page which works perfectly. But the printer will not appear in the devices and printers window unless I reboot the server.

This is a windows 2019 sever, it has all the current patches and updates installed. It is setup as a terminal server.

I have two of these servers they are both acting the same way.
