Best way to send a link of webpage on another website that is not mine or control over and have it go to a specific area

Ok, don't know how to phrase my question but here it goes:
There was a conversation in the office about links that when clicked on, goes to a specific part within a the page, not at the beginning . The curious thing is, the page is not property or work of the user who sent the link or the user has no control of said page.
So, to use an example for the above, I would like to send the link ('Get the most out of home blood pressure monitoring') to colleague. When the she clicks on it, I would like the link to open the Mayo Clinic web-page and go straight to the part 'Measure your blood pressure twice daily'.
What u guys think? How can I do this without me being the author of the page?

I am not interested in writing web page code and create hyperlinks. As I said in my entry, the page page is not property of the user. In my example of MayoClinic, I am not the author but wanted to send the mayoclinic link with "anchor" to take the user to 'Measure your blood pressure twice daily'.
Reading your entry I must conclude that if I am not the author I cannot send a link and "anchor" it to specific section I want.
The thing is I have seen this many time and did notice that there is a "#" prior the section of the link. That said, being NOT my link or I am not an author of the MayoClinic link, is there a way I can now ahat are the "anchors" of that link?
