I have created a table to the right that uses a rank of the values that  shows up on the left.    Through a formula or function is there a way to under the columns called par (three total columns labeled Par on the called "Call_2020") to find the first rank of "1" then look up that value and insert it in the par column and then find the second rank "2" and insert that value?  This would continue until the value at the top called "funds to call bonds" is reached.   This could mean that at some point the remaining balance left to call may not be enough to pay off all of the principal so you would insert the value you can with remaining funds available.   I have been racking my brain for over a week and could not come up with something so hoping to leverage this network to see if anyone had any ideas they could throw out there.  Any help would be greatly appreciated.

You didn't succeed in posting a file. It's a five step process, and each step is required. Most often, people fail to add some words describing what the posted file represents in the last step. If you leave that field blank, the file posting will not succeed.

I'd strongly suggest that you boil this down to something that is more representative of the algorithmic challenge and devoid of all the peripheral details.

So not helpful!  How do I cancel my account from Experts Exchange?   I have been part of this for a long time but the level of talent has gone way down.   Fred this is a true life business problem that I am trying to solve and I have tried different ways to try and make it simpler if you have suggestions great otherwise your comment is not helpful.
Michael Keith:  I do understand that I didn't jump in as may be desired.  I generally try to do better than that - and simply answer the question or suggest an approach.  However, the problem as stated seems more like one for a consultant and beyond the scope of a typical EE question.  That said, I *am* interested and would value some help in boiling it down from the person that knows it best: you.  

Do you expect more of a financial consultant or and Excel consultant?  That might help in understanding the kind of answer you seek.

Since I'm still on the edge of this problem, it's hard to make a suggestion.  I do understand that's what you'd like.  So any attempt at it may come across as lame - as did my first suggestion.  But, here goes;

The workbook provided has 4 worksheets with lots of terms that come without definition.  Some may be standard and might be found with Wikipedia but others are likely the workbook's author's labeling.  How much time one has to spend figuring out the *likely* intent seems excessive - at least at first glance.
Also, the flow of the workbook isn't presented in any way.  One has to backtrack through the formulas and, in each case ask: "what is he intending here?".  That's a hard way to go about it.  I get the feeling that you just *threw* the whole workbook at us without much thought.  That's why my first comment appeared.  It was given in the spirit of moving forward.  

One thing I might do is to change the cell spacing in N11:X21 so that the dates line up between columns N and B and U and B.  
At least that would make the formulas more readily copied and pasted - now it's all manual.  

Better still, I might lay out the dates horizontally and, in the rows beneath them, 2010_1, 2010_2 and 2013 and the other date-aligned data.

Then, with that done, algorithmic approaches may become more apparent.  It's hard to say without doing it AND understanding the numerical / algorithmic flow better.
I had to abandon my original idea and rework the spreadsheet with more steps to get to the end result.
