I have noticed that windows updated is updating VMware tools components as part of the windows update.
What is the different between this and VMware tools update?

Bug Fixes and Driver updates.
Never seen this behavior, could the VM be set to install VMTools updates on reboot?

In 10.3.10 VMware have made VMware Tools available via Windows Updates, which can update some drivers for networking and storage!

So therefore Windows Updates will always have the latest editions, which will not require a reboot!

(be careful here though, because replacement of the network driver can cause a short outage, when it's replaced!)

e.g. have a plan for deploying Windows Updates to Production Machines, this is not a VMware issue!!!! in core production hours, I'm sure you do already!

We had 10309 VMware tools on Windows 2016, but Windows update did not upgrade to version  10310, We have to perform the manual upgrade on VMware tools.
Does it mean that only drivers are being updated by Windows update not the VMware tools versions?

It depends what VMware has pushed to Microsoft for update.
I kind of took it to mean just drivers were made available.  VMTools has other components that could potentially upgrade but not require rebooting.  But Andrew certainly has a better pulse on VMWare than I do.
