Apple Watch Won't Pair

Apple Watch Series 3 and several different iPhones: I pair the watch and the iPhone and the iPhone says you need to update the watch to complete pairing. When I hit "update watch" it eventually says "unable to update, not connected to the internet". I am connected to the internet through a 300mbs wifi connection. I've tried a few different networks and iPhones. What am I missing?
