I have a problem with sending mail to any account on hotmail, outlook & live ...
when sending mail to hotmail, outlook , live account my email is going to junk/spam folder...
The SPF is correct, dmarc is correct DKIM is correct ...
when send mail to user who added me on his account list he received on inbox otherwise it's going to spam
i contact with the support , and i received the following email

and on the attached file you will see the details what is the provider accept my mail, and the providers who is spam my mail.
other than your email server doesn't support TLS and doesn't have a DKIM record.. New domains have to warm up and become recognized as being a safe sender or they end in the spam folders

This ... to me ... says that the receiving MTAs have been told to distrust all email coming from the CIDR block your rent-a-server is on. Looking at the CIDR block, it is owned by IOMART which does not have a shiny white reputation when it comes to shutting down spammers. That is why the MTAs have been told to distrust that CIDR block.
Herewith follows my opinion; you will get others as well.
1. Get your server off IOMART and onto some other, more reputable hosting service.
2. While you are finding a new service provider, route your outgoing mail through an email forwarding service such as SMTP2Go instead. They will route a couple thousand outgoing emails each month free, and fractions of a cent thereafter. SMTP forwarding services will not tolerate spam being sent through their servers and have strong spam filters so email emanating from those CIDR blocks generally goes through. Generally -- not always. Some receiving MTAs are very suspicious.
3. Then change your SPF record to indicate that you are sending through the forwarding service and not directly, e.g.
You could go to a commercial email like Rackspace. They have reasonable rates/mailbox and good support. Likewise Siteground has good support and you get unlimited email with a hosting account.
Note: you don't have to move your website with your email if that's a concern.
Each provider can block whoever they wish. I have seen big domains like yahoo blocked for considerable time.
