postgree installation pgAdmin 4

hi am not able to start pgAdmin4 in my browser i did install
pgAdmin 4 - Application Initialisation

i did

ca-certificates set to manually installed.
wget is already the newest version (1.19.4-1ubuntu2.2).
wget set to manually installed.
