In RD Web Access, how can I publish application (Windows 2016 Terminal server)?

You don't.

In 2016, you should be using server manager to configure your entire RDS server infrastructure.  That includes publishing apps from a session host collection.

But you don't publish them "to" RDWA.  You simply publish them to the topology. RDWA generates its list of published apps and desktops across multiple collections from information it gathers from the collection broker.  This is done "on the fly" and requires no special steps.

I'm not familiar with that but can I just publish NOTEPAD to all users? Is there a good site that i can find the steps or demo?

I see... What services should be installed? Because I don't see the: QuickSessionCollection

Ok I have to create one...it depends if I had choose QuickStart or not during service installation.
