Hi,

I want to use Remote Desktop Web Access service on a Windows 2016 Terminal server to publish applications for users.

So basically users will just use Remote Web Access. Is this require CAL license?

As always. Licensing advice from the internet is often bad and won't get you out of legal trouble if you follow bad advice.

Yes, you need windows CALs *and* RDS CALs to use any RDD component, including RDWA.

CALS on RDS is required the mode by which a users accesses local resources on the RDS does not have an exclusion to the requirement for web published RDS apps.
