Change quotas in bulk on server 2008R2

How can I set Windows Files tore Quota in bulk to current usage +5% on a Windows Server 2008R2?

We are migrating some data away, but want to prevent people from reclaiming the resulting free space as we are trying to urge them to move their data elsewhere. Is there a way to do this using dirquota , as FSRM PowerShell module is not available and would like to avoid installing it IF possible - only  because we are trying to keep changes to a minimum on this ageing server.

Check whether you actually allocated individual quota versus defining the default user quota, if you lower the default user quota whether the change is reflected for most users.

If not mistaken, there was a way to export/import...

Got to check to refresh...
