Unable to install Exchange Management Tools on new Windows 10 Computer

I just installed my new Windows 10 Professional computer this past week and I am trying to install all the applications back.
One application is the Exchange 2016 Management Tools.
When the setup does a system check it found a few items that needed to be completed prior to the install.
I resolved 3 of the 4
The 4th one I thought would be easy it says computer needs to be restarted first.
So I restarted the computer and the check still says it needs to be restarted.
I restarted several times 4 to be exact and still no luck.
I update my computers /servers using WSUS and it shows no pending updates for this computer.
I found a couple of scripts and ran them but no luck they just say TRUE so I ran it against a few other computers and it shows same results TRUE so not confident that is checking correctly
Any ideas ?

It shouldn't be seen after you restart, so for whatever reason, it had not been cleared automatically at some point before.

Is that key cleared automatically after an update/install runs?
