Define what you mean by "in a specific time" + also what your goal is for opening the audio file, as depending on what your target action might be... using ffmpeg may be more flexible to work with audio files which appear at given points in time.

"in a specific time":
time of day or time in the audio file?

for example, I have an audio file that is 3 hours; what I am trying to do is open the file and start at 01:15:25 (hr/min/sec) - not looking for days, the audio files are maybe up to 3 hours or less.

Oh, and my goal is to to click on a link and have the audio open play where I want it - that is, place a link in my OneNote that will open VLC and VLC will open te audio file at the specific time.

--start-time=55 (file starts at 55 seconds)
There's even a --stop-time or --run-time (please note, VLC just stops, it does NOT close)

to use the VLC command line in Windows 10, first you have to add C:\Program Files\VideoLAN\VLC to the Path variable which can be accessed from:
Control Panel ―> All Control Panel Items ―> System ―> Advanced system settings ―> Environment Variables... ―> System Variables ―> Path

vlc "Y:\iTunes\Music\ABBA\Gold_ Greatest Hits\12 Fernando.mp3" --start-time 90

this will start the song at 1:30 (i.e. 90 seconds)

create a batch file using any text editor and Save as file.bat. now you double click the .bat file and away you go
song.txt
