The server cobfiguration you have/use is it the owa app or an email client that you pointed to IMAP 0ports 993 for secure, 143 unsecure as an example? Ports do not enforce download limits unless available in the mobile app.

On my mobile i'm still able to open and view attachment that are 8MB.
