As a start, get the user to log in from another browser and/or computer. If this works, you will need to clear the browser’s cache and probably check their computer for any network issues. It could be as simple as updating everything important in the computer like the .NET Framework, drivers etc. If this doesn't work, you will need the Administrator account to check that the user is not granted duplicate permissions or any that contradict each other.

Hi! Unfortunately, I don;'t think there is a way to get users personal Login History in SharePoint 2016. However, you can try finding one with the instructions below. But I don't think it exists...<br />
