Does winRAR come with Windows 10 OS?

Doesn't WinRAR tool come with windows os?
I searched for it but didn't find it.

Free alternative (excellent tool): 7-Zip: https://www.7-zip.org/
WinRAR was once shareware.  You were supposed to pay for it, but most people didn't.  Unless you wish to pay for WinRAR, you should get 7zip instead, since that's free open source software. https://www.7-zip.org/

No, it does not.  If you're dealing with zip file, you can just right-click -> Extract All,  if not then you need to download an external application

I'm dealing with somefile.raw.gz
This file contains some calibration data.  

Is anyone familiar with this file type?  Is it compressed file or binary file?
Do I need to uncompress it?  If yes, how?
Is it possible to view contents of this file?

I have 7-zip

Is windows or Linux utility need to uncompress this file type?

gz is a compressed archive format, and 7-Zip can handle it.
Just right-click and use 7-Zip's "Open Archive" if you have it installed.

.gz files can be uncompressed by https://www.winzip.com/win/en/tar-gz-file.html which is also not free

There are Two 'Open Archive' options.  I clicked on first "Open archive".  Then a window opened.  I clicked on 'Extract'.  It copied RAW File Type to my folder.   I double click on this file and it opened in some Photo Program.  See attached.

Well, then that "1 CoarseMap.raw" is the content of the archive.
"raw" can be basically anything, it just means "raw"/unprepared data. Might be map data, might be whatever.
You've got to ask whoever you got the archive from what it's for and how to process it.
