Linux VM (VMware)

A technical teams inform me that when they restart a Linux VM (VMware technology), it takes 30 to 40 minutes before to take control.
Can you tell me what the main causes might be?

I think we need more information, what Linux distro, which VMware Product ?

what do they mean by take control ?

can the VM be pinged after restarting ?

Our Linux VM are ready certainly within 60 seconds of restarting.

If it hasn't been rebooted for a long time then it might have done a fsck.

Best way to determine, is to login to the host and open console to the VM to see what it is doing.
Whether it is taking the majority of the time to cleanup before the shutdown process and before restart.
As others pointed out without knowing what the system's functions are providing what dependencies does it have?
