You'll either use a CMS like WordPress or if you have a massive budget, you'll redevelop a WordPress like CMS system from scratch.

Also, start by reading through + correctly implementing Google's suggestions for multi-lingual sites.

Hint: When Google says "suggestions" this is code for, "follow our suggestions if you'd like all language content on your site to be correctly indexed across each different country index."

Start with free YouTube tutorials, then if you require more detail, move on to using Udemy + Lynda.

Likely YouTube will suffice.

You may find bbpress + BuddyPress helpful.

One other tip, if you use WordPress.

Use a simple theme, with zero features. In other words, use a theme like https://wordpress.org/themes/generatepress along with a Show Posts Plugin for arranging post output.

Using this approach will avoid all the problems of complex themes either being hackable from the start (many paid themes come with built in backdoors). Also the problem of complex themes breaking on future PHP or WordPress updates.

Using a simple theme like GeneratePress solves the nightmare of cost + time drain to fix complex theme related problems.
