Could you try remove and add again the email account. We have similar problem in our office and this workaround always helps.

Yes. there is some sync issues with Iphone Native app and exchange. You can use Outlook app for better sync. <br />

Hi, we have Exchange server in house, and for 1 user, randomly their deleted emails reappear on their iPhone. The policy we have on the server, is no deleted item retention.<br />
