 I have been asked to build an Access database to manage jobs and people. An example of the sort of data is shown in the following image. Could anyone suggest where to start and if any Access templates exist for managing jobs and the allocation of people to them

Well, gather the requirements first. Most important in HR:

Do you need to create historical correct reports? Then you need a database which tracks correctly changes to do so.
Adding this afterwards is pretty hard..
