Hi Sajid, As you mentioned.. all these are done.  i.e. Adopt virtualization, the cloud soon.
For the last 5 years, this exercise has been going on and now the next level of optimization has been started.
As part of the next level, looking for "What Are the Ways to Reduce Electric Consumption in Data Centers?"
As we know, Data Centers are using Hyper-converged hardware and like VMWARE ESXi Virtualization.

Turn off unused equipment.

Consolidate and retire old and lightly used equipment.

Implement hot aisle and cold aisle datacenter layout.

Reduce the cooling that you're using. Equipment will run fine at an ambient temperature of 25-28 C, and possibly higher.

These are the Best Practices.  Which already using.
Have you shutdown hosts and migrated services to containers to reduce virtual machines, storage and hosts ?
Adjust host power profile to energy saver? Available in BIOS and or OS.

Hi Andrew Hancock, I am looking for the same. Do we have any such automated tools or scripts?
Just list Azure public Cloud. If any Server OS or Desktop OS VM is not in Use in a certain time period, Can we shut down those VMs?
Outside Physical servers, all best practices are implemented by Data Center Engineering Team.
Inside Hypervisor and VM's, I want to do some automation.
You have to build the containers, there are no scripts that will do this for you.
