Windows 10 frequent issues with updates stuck at 0% downloading - update troubleshooter is useless
Windows 10 Pro frequently shows downloading - -0% on Windows Defender updates and Security Intelligence updates for Defender.
This happens on many different computers in different businesses, and on different builds.
Does anyone know what causes and how to fix? Stops all other updates from working.

Check the settings and whether you limit updates to avoid impacting your use?
maybe a GPO rule in place?
During the past two years, I have seen this behavior maybe once or twice.
I would reset the local update cache and see if that helps:

This installed the most recent November build and seemed to work - hope this is a permanent fix - thank you!
