Win 10 not showing admin user

We have 50 laptops that are not on our domain.  local users only
seems that at if a standard user logs in, and it locks, or we even restart-- it does not give the option to choose another user.
I have had to reimage at one pc already because the user forgot their password....and I couldn't get it to a prompt to change it to admin to fix it
this is probably something simple...

PS-- I did notice that if the user "signs out", THEN I get the user, and admin login options.

Either "Other user" which is normally under the username, the other one is CTRL + ALT + DEL twice to get into the old style username and password box.
Admin account is locked out for default
Go to Computer Management -> Local users and Groups -> Users and enable Administrator,
Make sure you know password for Admin

the account is not locked-- I was using it up till the point of logging in as the local (standard) user.
once logged in as standard user, Admin or any option ot change to admin is not showing on lock/login screen....unless you login as the user, sign out and THEN it shows up

you can see how this is a big issue if (when) the user forgets their password, and I cant unlock it as a admin....

To enable the Windows 10 administrator account do the following:

  1. Tap on the Windows-key. This should open the start menu or bring you to the Start Screen interface depending on how Windows 10 is configured on the system.
  2. Type cmd and wait for the results to be displayed.
  3. Right-click no the Command Prompt result and select "run as administrator" from the context menu.
  4. Run the command net user to display a list of all user accounts on the system.
  5. To activate the inactive administrator account, run the command net user administrator /active:yes
To enable the Windows 10 administrator account do the following: Tap on the Windows-key. ... Right-click no the Command Prompt result and select "run as administrator" from the context menu. Run the command net user to display a list of all user accounts on the system.

Thanks
will look at that--

the main issue at the time (bu I have now since re-imaged it)  was that the user changed the password and then forgot it.
so we had no way to get into the laptop...as it would not show the admin account, or let you change it to another user at login screen.
