Outlook not syncing all mail on the server

Good afternoon everyone, I have an Outlook 2019 does not download all of the labels/ folders that are online, I have the mail setup using Imap and no pst file.  Also, I have gone into the account and choose to keep all mail offline, not sure what am I not doing but if I go to Gmail I see all the folders but not within outlook.

In Outlook Inbox is a single folder
If you want to see folders from GMAIL in Outlook you should expand [Gmail] folder
Also in Send/Receive settings, go to custom and select folders you want to synchronize

Ok, here is what I am seeing I set up the user using a Gmail sync tool for outlook and this tool creates problems so yesterday I just set up the Gmail account using another profile and configuring outlook directly using IMAP settings no sync tool.  Now the problem is the profile that was set up using the google outlook sync tool that mail file hasn't been uploading changes to Gmail server.  Now I have a bit of a mess but my questions are should I just point to the mail file from the outlook profile I setup yesterday that does not use that sync tool or should I ?????????

You must lower security on GMAIL settings. About one year ago Google have restricted 3rd party software (like Outlook) to fully cooperate with GMAIL


Enable POP/IMAP in Gmail
Log into your Gmail account and click on small gear in the right top of the window and select Settings. After that, go to the Forwarding and POP/IMAP tab. Here you can see that Status: POP is disabled and Status: IMAP is disabled. You can choose either one of them, but we are going to enable IMAP protocol. Once it is done, click on Save Changes.

Allow less secure apps
In fact, your security settings might be behind the issue. Here is what you should do:

Enter your Google account: navigate to the top right corner of the screen, click on your profile picture, and click on My Account.
Select Sign-in & security. Then proceed to Connected apps & sites.
Locate Allow less secure apps and enable this feature.
Make sure to save the changes.

Thanks I have done that with my new profile and look like things are working well but now my problem is the other account that I setup using that dag gone Google Sync tool that profile mail file is different.  I am not sure how can I migrant the two some how, I have used that google migration tool in the past with terrible results with user like this that has folders within folders.  I am not sure what my next option too fix this problem. I see online services that will upload pst to gmail server for fees but I don't know much about going that route.  Any suggestions?

Just export whole mailbox to PST file,, then setup new profile with IMAP new settings and import PST file to it.
You should get all back to new account
