Windows Update 1903 question
he is mostlikely referring that the install process seems to proceed where it left off. It is possible that it is hung up somewhere. Usually when they upgrade the OS to a higher number it creates a restore point. The best thing to do is go back to the restore point, this will delete the changes this update has created. Once the system has gone back to the restore point. Try to install the update again.
what system model is this? ram - cpu, disk?

If the computer is running slow in general, it could be a sign of a failing hard drive, due to delayed sectors. Ask the user if it takes a long time to boot up in the morning, Or ask if the computer seems slower.
