When to add memory to a host

In vSphere 6.7, a host has several memory management techniques.  When should I start considering adding more memory?  Is the summary graph below something I need to act on?

I have only one production host and one backup, so I'll need to add another couple of sticks of memory to this one.  In the meantime I can reduce load by moving some of the VMs off to a secondary host I have.

Thanks!
