How do I take full control for user mailbox and can open it while leaving the users passwords the same? <br />

When user are given Two Step Auth they control the passwords to their own accounts ... that I under stand<br />
<br />
But can the administrator look at the persons emails inbox/sent etc again ? <br />
<br />
Im thinking perhaps that the administrator can some how link or create a group where he and the person are included or something? Havnt done this before but just thinking out loud. &nbsp; <br />
