Hi,

I hightly recommend you to use a Bootstrap template from themeforest https://themeforest.net/category/site-templates
they are cheap and most of them are very well coded (check the reviews, comments, dates and Bootstrap version 4 prior to buy)

This help you to start, actually this is a good way to learn how this work, this save a lot of time for the menu, slider and look and feel (especially the menu wich are complicate to do with the logo, slide panel or sub menu and footer, all this required a lot of calculation to display ok in any device. Plus you will have a very nice looking web site, there also backend admin template available if you need it.

Of course if you want to do it on your own then you can take Bootstrap course on Udemy.

But honestly this will take a lot more time to get a nice looking website.

Regarding your actual page I would recommend to make a mock up this help to plan what will be the required element (form, table, menu articles etc)
