There will be subtle difference: The home built buttons connect to your appointed device

The Samsung button will connect to Samsung hub which will connect to the Samsung Server which will then call the method you need elsewhere.
(So there is a Samsung internet server in the loop there.)

Does it need to be in the regio? That i think has more to do with privacy legislation etc.

Thanks All,
for now, have used below for my POC. I know it too much, but not sure if there is a better way to achieve :)

1. Samsung SmartThings Wifi Hub
2. Samsung SmartThings Button
3. AWS Lambda with SmartThings SDK (us-east)
4. AWS Lambda invoking Jenkins
5. Now my Jenkins can do anything.
