Unable to DCPROMO a 2008R2 due a non-existent role

When I run DCPROMO on our old 2008r2 DC I keep getting the message that I need to uninstall the ADSS, however, I already uninstalled the role (after I transferred the certificates to our new 2016 DC). I get the same message even when I try to use dcpromo /forceremoval.
That being said how can I manually remove a role that is no longer installed or how can I direct DCPROMO to ignore this message? Please advise.

In the below picture you will see the message. On the backend, I left the Remove Roles window so you can see that the roles are actually uninstalled on that domain controller.

Forgive me if this is a dumb question, but have you rebooted the server since removing the AD CS role?

Also, do you plan on decommissioning that server, or will it be used for something else?

Yes, I have. A couple of times for other unrelated tasks.

here is the MS established process  to remove Cert services.

take a look at that and let us know if you have performed all those tasks.  there are quite a few that have to be performed from a command line.
