Ran MS Remote Connectivity Analyzer - testing on premise EWS -Exchange Web Services synchronization, notification, availability, and Automatic Replies.
The Problem is on two new exchange servers in the Org any mailbox in the problem servers cannot lookup free/busy or mail tips.

Message: The request failed. The remote server returned an error: (403) Forbidden.
Type: Microsoft.Exchange.WebServices.Data.ServiceRequestException

Do Test-OutlookWebServices |fl and see on which server its failing. Check the event logs.

Get-OrgConfiguration | fl *EwsApp*
EwsApplicationAccessPolicy should be null.

Set-OrgConfiguration -EwsApplicationAccessPolicy:$null

Also, get the things as below and check the details with other servers as well.
Get-WebServicesVirtualDirectory | fl Identity,*auth*

still a problem but cloud to on-premise free busy is working, just on-premise to cloud mailbox is broken still
