Is it correct that after Access 2002 excel spread sheets linked to access cannot be updated by access?

I have access 2002 and can update a linked spread sheet but my colleague on access 13 cannot

Yes.  There was a lawsuit way back when which required MS to remove the ability to directly write or update a linked Excel spreadsheet from within Access.

In order to do it now, you will need to use Automation to open the file in Excel and make the changes using automation.  

Alternatively, you can create a temp table in Access based on the linked spreadsheet.  Then make the changes in the temp table and then write the data back to the Excel file using the TransferSpreadsheet method.
