Mail icon has stopped working on terminal server 2012 R2 for Office 2016

We have a windows 2012 R2 terminal server which is running Office 2016 but for some reason now, the mail icon in control panel is not working. It is showing up as a  piece of paper because it does not see it so we are not able to login with outlook and make profile changes to email.
Is there something that I can do to get this mail icon back?

Well they are running office 2016

You are aware theres x32 and x64 bit version of office 2016?
And I nearly always deploy the x32 version because all the third party plugins dont tend to work with the x64 bit version?

if you right click on the icon and select properties - does it show the proper location?
should be windows\start menu\programs\outlook
