AIR-AP1852E-B-K AP wont connect to Cisco 2504 Controller.  Is there a way to reset the device and have the controller see it without a console cable being involved?

For resetting, are you able to at least telnet into the AP? And what version of software is running on the controller?

If there is no IP, then use the console cable. But I do recommend trying to upgrade the controller to 8.5 if you can, provided that all of your APs work with it.

If the AP isn't getting an IP I'd check your port config, etc. The AP should get an IP on boot.

If it is running CAPWAP code you won't be able to SSH to it until after it joins the WLC (you have to enable it via the WLC). If you can SSH to it, it's running the Mobility Express image, so it will need converting to CAPWAP before it will join a WLC.
