HP Probook will not update to Win10.

I have a HP Probook 6560b that is not going to windows 10 currently. it goes all the way to the PE boot before the OOBE part and then reverts changes with a "8007001F-0x2006 failed in the SAFE_OS phase with an error during the Replicate_OC operation". we have tried a Clean boot removed Norton and cloned to a different known good drive. the last one gives a MIGRATE_DATA error so we know that something changed in the condition but not what. any help would be appreciated.

I would be trying to do a clean install (using the .iso file from Microsoft, burned to a DVD or to a USB stick) to a temporary HD.  If that works, then it's something with your existing OS.  If it doesn't, then I'd be suspecting some sort of incompatibility.  Make sure you have a good boot device and updated BIOS.

Agree with compprobsolv use the update assistant to provide info on what causes the update failure.
Check secure boot setting......

usually, the first step is to update the bios and drivers - then try the upgrade again
you may also uninstall unneeded - or unwanted softwares   + + + disable your Antivirus

No disagreement, but my preference for trying an install to a blank drive gets around any driver issues, unneeded or unwanted software, and antivirus.

@compprobSolv : for a new install - i do that too; but for an upgrade - that does not work - it's recommended
