I have two iPad devices that are running the IOS 12.X code and the users forgot the password for these two devices. I would like to reset these devices to factory defaults in order to get these two devices working again.
I tried to use Itunes to do a factory reset but the device fields are disabled.

Depending on the security setup, an iPad may not be able to be reset, and even if you do reset, during the setup and logging in, you'll be faced with security issues (old login still necessary to unlock it).
I suggest you try your utmost effort to unlock it through the proper ways (use AppleID, reset password, then remote unlock the iPad, then logging out of iCloud and disabling the Find My Device). Only then is a factory reset of any use.

Thank you for this information, I appreciate it. These devices are are not registered to our MDM application. They were be used as POC and the assigned users configured a password to log in these two devices and one of the users is no longer with the compnay and the other user forgot the password that they configured on the device.

The "hard" reset option don't work?
- pressing 10 seconds the power and home button?
This worked for me with a completely "blocked" device
