Win 10 Sound Equalizer

It's not Windows 10 per say but your audio hardware might offer an Enhancement.

If it does, it can be found under the Properties for the sound playback device.

Tried the youtube option but no good.  There is no Equalizer option.  

Maybe 3rd party?

Do you have the Enhancements tab?  If not, see if your audio driver has it's own controlling software.

I have a Dell XPS with latest Realtech HD audio.  There is no enhancements tab and nothing anywhere that I can find for controlling audio other than volume.  Crazy...

There should be a Realtch audio control somewhere.

Control Panel > Sound > click on Speakers > and same as above.
Control Panel > Realtek HD Audio Manager > Sound Effects Tab > Graphic Equalizer icon.

If you Google around it appears others have issues with the XPS and Realtech with WavesMaxx.  You might try some of the things out there on removing that to see if it helps.

what audio card do you have?  you find it in device manager - expand sound devices; you can post a screenshot (use snipping tool)

I ended up buying Boom 3D so problem solved with $15.  Still strange.  Thanks for the help anyway.
