make a copy of o365 mailbox

I am using o365. Some staff will delete most their email before resign.

any good way to backup their email without their notice? because it may be hard feeling. however, from company view we need to keep all business information. any suggestion?

Both Veeam and Altaro have office 365 backup products

Microsoft does not have a point in time recovery for deleted items. If the user has deleted the items and cleared their deleted items folder e-discovery might find them but not all. and what has been recovered will only be exported to a .pst file and not to the users mailbox.
You have 2 options:
1. As David Johnson said put the mailbox on LitigationHold without setting any Duration for the same (This will ensure you need not worry about any emails that the user may have recently deleted or may delete in future, you will be able to find them whenever you want via the Search query and PST Export). This has it's own Pros and Cons though and you may want to decide which option you may want
2. You may choose to put the mailbox on EDiscovery hold.
Yes Scott, what I suggested needs E3. However for a leaver the temporary E3 assignment can be easily done and once the LitigationHold is in place the license may be removed. That makes the Mailbox to become Inactive the moment the AD account is deleted.
The only flaw with this process is that the clean-up of the Mailboxes needs to be done after a certain point of time else those inactive mailboxes remain in the environment for ever.

There are various ways to achieve the required end goal, for some it could be one option that they find easy and acceptable by legal folks and for some any other option would work. At the end of the day it is between the Admin to propose which one he thinks suits their compliance Team and business and adapt accordingly.
it is not easy asking additional cost for it...

so my solution is take full right on a mailbox, then download and export to make a copy
You may want to also check out solutions that can back up directly from exchange online too.
