Add users to Windows 10 Home

Hello Experts

I have a client who want s to add another account to her PC.  It has Windows 10 Home.  Because of that I can;t use the snap-in, but Control Panel only points to doing it in Settings, which open the snap-in.

So how does one actually add users in 10 Home?

Last time I tried it in Win 10 Home, it was the same as in Pro.  Settings, Accounts, Email & accounts, Add an account gets you started.

I did.
Note the created user will be standard, limited rights.

If you need to make the created or existing user a member of the administrators group, run in a cmd.exe started with run as administrator
net localgroup administrators [username] /add
