Windows Server 2016 Standard Update Failed

Have a windows 2016 server that has gotten this error since Nov 27th 2019 when doing updates:

There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x8024401c)

I've tried an SFC scan, no issues found.
I've disabled IPV6
I've done DISM /Online /Clean-image /RestorHealth
I've renamed the C:\Windows\SoftwareDistribution and C:\Windows\System32\Catroot2 folder and rebooted.
I've tried a clean boot removing all non windows services from startup.
Ran the windows update troubleshooter as admin and it came up with Windows Update Database Corruption which it attempted to fix.  It failed to fix "Potential Windows Update database error detected.  Possible issues may prevent Windows Update from keeping your system up to date."

Forgot to post in the initial description that I had already disabled IPV6.
