Migrating DFS 2008R2 to 2016

Currently have DFS running namespace with 3 2008R2 namespace servers pointed to 4 different folder target servers running mix  2008/12/19  file server.  I'd like to migrate DFS namespace off 2008 to either 2016/2019.  I've tried adding a couple 2016 namespace servers but when doing so, access to certain folder targets in the name space was sporadic(ie folders missing)  Is there something I need to do first before adding the 2016 servers

Thats what I tried doing, but when i did that i would miss folders in certain namespace targets. Is there anything that needs to be prepped for the 2016 dfs in schema?

so when I try to add the 3rd DFS namespace server(2016) to the existing 2008 , i get the attached, also, even though replication is installed, its not showing under dfs management
